About ProVas Management Partners, LLC

Reductions in CMS reimbursement are driving the shift to ASCs for many peripheral vascular and coronary treatments. For some treatments, ASC reimbursement is higher than 150% of an OBL. Reimbursement for peripheral artery disease access may be higher in an OBL, but this alone will not be enough to sustain your business. Moving ahead, OBL reimbursement can only be expected to change under CMS’ mandate to lower costs of care.

Joseph Hewett

Principle | CmO

Dr. Hewett began his career in the United States Air Force graduating with a degree in Electrical Engineering sum cum laude. He quickly moved from a Master’s Degree program in Biomedical Engineering to medical school at the University of California, San Francisco School of Medicine. He pursued post graduate training in Vascular and Interventional Radiology at Duke University Medical and the University of North Carolina, Chapel Hill.

Since completing training Dr. Hewett started the first Endovascular Stent Graft and Endovenous treatment centers in Western Maryland. Dr. Hewett has been creating, managing, and practicing in OBLs and ASCs for the past 12 years. During that time he has successfully established centers performing outpatient based interventions for Peripheral Arterial Disease, Hemodialysis Access Maintenance, Interventional Oncology, Women’s Health, Men’s Heath, and Endovenous Treatment. He is a pioneer in performing peripheral Arterial disease the OBL setting having established many of the national policies and procedures used in this setting. Today, Dr. Hewett leverages his MBA along with 17 years of clinical experience and 12 years of experience in the OBL and ASC setting to create successful outpatient based medical practices that lead the industry in patient satisfaction, clinical outcomes, and provider relations.

Justin Cowley MBA, FACHE

Principal | CEO

Mr. Cowley is a seasoned entrepreneur with over 20 years of progressive leadership experience across a broad spectrum of startup companies. He has served in a variety of development, sales, marketing, and leadership roles in the advertising, medical device and ASC development industries. He has a proven record of successfully overcoming challenges and exceeding expectations for both growth and profitability.

Prior to entering the vascular practice management segment of Healthcare, Mr. Cowley spent 5 years building, developing and managing a highly successful multi-specialty standalone ambulatory surgical center from the ground up and doing consulting work in the Ambulatory Healthcare space. He is a serial entrepreneur having built and owned 7 companies over his career.

Mr. Cowley is a Board-Certified Fellow of the American College of Healthcare Executives and earned a Master of Business Administration Degree from Southern Utah University in Cedar City, Utah. He speaks both Spanish and Portuguese. He enjoys participating in hiking, hunting, fishing and spending time with his wife Sheila and their six children.

Greg Anderson, BS/MIS


Greg Anderson is the Controller for ProVas Management Partners. Mr. Anderson attended the University of Phoenix, graduating with a Master’s degree in 2008.

Mr. Anderson has been in the Accounting field for over 20 years, working in both private and public accounting. His background includes Cost accounting, Budgeting, Forecasting, Financial Reporting and other aspects of accounting. He also has a strong computer proficiency with ERP applications and systems.

Greg and his wife have one child and live in the Ogden area. In his free time, Greg enjoys spending time with his family, hiking, fishing, and music.
